Rome used to not have to depend on Iron at all to assert its dominance in the Classical age, now, not only does it need Iron but it needs it more than alot of other civs do. Now that it's not really a thing anymore, what does Rome really have that other civs don't? Not that much really. So civs that could do that (like Rome) were very high up on the tier list. It used to be that having a good UU that you could do a timed-push with was the absolute strongest thing you could do. The strategic resource and oligarchy stacking changes hurt Rome hard in how it compares to other civs. It's that severe not from the perspective of the AI but in accordance to its rankings vs other civs. Sure very lategame they’re crap, but that hardly matters as victory is decided by then in most cases.įurther you’re ignoring the rest of the civ and downgrading then a lot forgetting their big faith bonuses, big district adjacency bonuses, and great unique unit which is one of the best sea units in the game. Nothing was really added in gathering storm that would help with housing on deity early to mid game, except perhaps some wonders, which aren’t useful as a means of measuring housing.

Your notion that housing is easy early game doesn’t make any sense, as most people only get the river and granary bonus, plus maybe a few farms. They get extra production and housing as you progress as well as even some tourism. Housing only becomes easy post neighborhoods. They get a ton of extra food and housing, which early and mid game are not easy to come by at all. How are kampungs not good until lategame? They’re so good I would argue they’re worth rushing for if you’re playing non Pangaea maps with Indonesia. Thanks for reading and I hope this list is helpful for you! Also, don't be bothered by any particular civs placement within a tier because I feel like every civ within each tier is very close to eachother in strength. You will notice that there's not alot of civs in the bottom two tiers because I really feel like most of the civs are pretty balanced and viable now. As always, this list is based on Single Player Deity difficulty, Standard Map Size, Standard Speed, and I've tested all of these on Continents, Fractal and Archipelago Map Types with Disaster setting set to max.
